Site Preparation in Texas

Everything expensive that goes wrong on a barndominium goes wrong below the slab. Site prep is clearing, grubbing, cut and fill, compacted pad, drainage, culvert and driveway, and getting power, water, and septic to the building. In Texas it is also where the soil gets dealt with honestly: shrink-swell clay is the default across most of our markets, and a slab that was not detailed for it is the single most expensive mistake available on this building type.

How a site preparation project runs

Four stages, in this order. The sequence matters more than it looks: getting engineering and permitting settled before anything is fabricated is what keeps a build from stalling.

Survey and soil

Boundary and topographic survey plus a soils report. In Texas the soils report is your first read on how much the ground moves, which drives the foundation design and can require an engineer by law. Septic runs on its own clock through TCEQ or whichever authorised agent holds the programme locally — often the county or a public health district, and outside a city it is frequently the only construction permit anyone issues. Note Texas does not use a percolation test: the rules classify soil by texture, and ground can fail for draining too fast as easily as too slow.

Clearing and grubbing

Vegetation and stumps out, with tree protection observed where the county requires it. Cleared material is hauled or mulched on site.

Pad and compaction

Cut and fill to design elevation, then a compacted pad tested to spec. If the parcel is in a flood zone the pad elevation is set by the flood requirement, not by preference.

Drainage and utilities

Swales and culverts so water leaves the building, then power, water or well, and septic or sewer stubbed to the pad.

In Texas the expensive surprises are under the slab, and the soil decides both of them

The USDA Natural Resources Conservation Service describes Major Land Resource Area 86A — the Blackland Prairie — as lying entirely in Texas, names Austin, Dallas, San Antonio, San Marcos, Temple and Waco as sitting within its boundaries, and characterises its soils by their shrink-swell nature, running from the Red River down to San Antonio. A second clay belt, MLRA 150A, runs east of the Trinity River toward the coast. On that ground the foundation is engineered work rather than a place to economise, and the code and the Occupations Code arrive at that conclusion by two separate routes. The other expensive item is the septic system, and it is decided by the same thing: what the soil under your parcel actually is.

What actually decides the price

Square footage is the number everyone leads with, and it is rarely the one that moves a barndominium budget. These four do.

  • What the soil does when it gets wet

    Expansive clay is the single biggest physical variable in Texas site work. IRC R403.1.8 sends a foundation on expansive soil to IBC §1808.6 — engineered design — at a plasticity index of 15 or more, and that provision was found unamended in all five of the big-city code compilations checked. The free, parcel-level place to look before you buy is the NRCS Web Soil Survey, and it takes minutes.

  • Cut, fill and the building pad

    Slope drives the earthwork, and balancing cut and fill on the parcel is far cheaper than importing or exporting material, so a good pad design tries hard to balance. The pad itself is not where to save money: it is what the foundation engineering assumes, and an under-compacted pad is invisible until it is not.

  • The septic field, and the soil class under it

    Texas sizes a drainfield from soil texture class, and the spread is large. A Class IV silty clay or clay loads at 0.10 gallons per square foot per day where a Class Ib loamy sand loads at 0.38, and the required absorptive area is the design flow divided by that rate — so the same house needs a field several times bigger on clay than on sand. Where the field goes then governs the layout, and the layout governs the house.

  • Access, water and power to the building site

    Driveway length and construction, the well or the water tap, and the distance a utility has to run are ordinary costs that are entirely parcel-specific, and they are the ones buyers have most often not budgeted. Worth knowing when you compare figures: the Census Bureau’s contract-price data for contractor-built houses excludes land and excludes site work altogether — no driveway, no septic, no well, no clearing. Those costs are real; they are simply not in the number people quote at you.

8 questions we get asked most often about building in Texas. If yours is not on the list, ask it directly.

What should I check before I buy the land?
Five things, in this order, and every one of them is cheap before closing and expensive afterwards. First, which permitting situation the parcel is in, because Texas has three genuinely different answers and they are decided by the city limit, the extraterritorial jurisdiction line and whether the county has adopted a residential code at all. Second, the soil: pull the parcel up on the NRCS Web Soil Survey and find out whether you are on shrink-swell clay, because that decides the foundation. Third, whether a septic system will work there and how big the field has to be. Fourth, whether any part of the building site sits in a mapped special flood hazard area, because that brings a floodplain development permit into a build that may otherwise involve no building permit at all. Fifth, the recorded restrictions on the title commitment — a deed restriction is the one constraint out here that can actually stop the build. We would far rather tell you a parcel is wrong than sell you a building to put on it.
Do I really need an engineer for the foundation?
On expansive clay, yes, and Texas gets there twice over. The code route is IRC R403.1.8, which hands foundations on expansive soil to IBC §1808.6 at a plasticity index of 15 or more. The statutory route is Occupations Code §1001.056(c)(2), which removes the private-dwelling exemption from the Engineering Practice Act for engineering design of a residential dwelling slab located on expansive soil unless the slab meets the IRC as locally adopted. Two independent provisions, the same conclusion: on Blackland Prairie clay a Texas house gets an engineer. Some jurisdictions say so in their own words as well — Pleasanton’s codified §150.01(9) requires that all foundations be designed by a registered professional engineer in the State of Texas with a geotechnical report for each lot, Grapevine publishes the requirement in its FAQ, and Waco’s own guidance states that engineered foundations must be inspected by an engineer of record prior to pour. How widespread that local requirement is beyond named cities is not something we will generalise about. The engineer is a Texas-licensed professional engineer we engage for your parcel.
Do I need a percolation test for the septic system?
No — and this is worth saying plainly, because half the septic advice on the internet is written for states that use one. Texas has no percolation test at all. It does not appear in the on-site sewage facility rules, there is no percolation band, no range and no units, because Texas does not use the method. Texas classifies soil by texture class instead, from Class Ia through Class IV, and assigns each class a loading rate: roughly 0.10 gallons per square foot per day for silty clay and clay, 0.20 for silt through sandy clay, 0.25 for sandy loam and loam, 0.38 for sand and loamy sand. If somebody quotes you minutes per inch for a Texas parcel, they have imported the answer from another state. The site evaluation is done by either a site evaluator or a professional engineer — those two, not a longer list. And note that a site can fail at both ends of that range rather than only the slow end: the rules state in their own terms that Class Ia soils, the sandy ones with more than thirty per cent gravel, do not provide adequate treatment of wastewater through soil contact, which means imported soil or secondary treatment with disinfection. Heavy Class IV clay needs a very large field; coarse Class Ia gravel needs the field effectively rebuilt. “Good drainage” is not the test, and the only way to know is to have the site evaluated.
How much land do I need for a septic system?
The state minimum is half an acre where the house is on a public water supply and one acre where it is on a private well. That trigger applies to subdivisions platted or created after the rule took effect rather than to every lot in Texas — older small tracts are handled under a separate provision — so a pre-existing small parcel is a question to ask rather than an automatic no. On the Edwards Aquifer recharge zone the figure is one acre per dwelling, and there is a 5,000 gallon per day ceiling on a system of this kind. Land area is a threshold, not a design: meeting it does not mean the soil will support a conventional field, which is what the site evaluation is for.
I have more than ten acres. Am I exempt from the septic rules?
No, and the regulator has said so in its own words. When the on-site sewage facility rules were amended in 2023, the stated reason for rewriting that provision was that the old wording “has been misinterpreted by homeowners, installers, authorized agents, and other stakeholders as meaning that single-family dwellings on 10 acres or more were exempt from the entirety of Chapter 285.” The exemption is narrower than the myth: on a large enough tract it removes the permit and the inspection, and it removes neither the standards nor your obligation to meet them. The practical consequence is that a system built to the myth is still a non-compliant system, and it is your problem at resale, at refinance, and whenever the neighbours complain. Most owners who qualify for the exemption still want the design done properly, because the field is the part that is buried.
How is the septic sized for a barndominium — does the shop count?
At state level the sizing keys off bedrooms or living area, whichever produces the larger figure, and the area figure is living area rather than total structure area. The state form asks for number of bedrooms and living area in square feet, and the capacity table pairs them: three bedrooms or under 2,500 square feet is 300 gallons per day, four bedrooms or under 3,500 is 375. So a 4,000 square foot building with 1,800 square feet of three-bedroom living space and a 2,200 square foot shop is a 300 gallon per day house, not the 375 a total-footprint reading would give — which on heavy clay is the difference between roughly 3,000 and 3,750 square feet of drainfield. The qualification matters as much as the rule: an authorized agent may adopt more stringent standards, and ours has. The Waco–McLennan County Public Health District’s on-site sewage facility order states that all separate structures, giving lofts and mini-apartments as its examples, or structures attached to a garage, will be deemed a living structure. So in McLennan County a loft or an attached shop apartment does count. Both statements are true at their own level, and the agent’s rule is the one that governs your permit.
Is the septic permit the only permit I need out in the county?
It is typically the only construction permit the county issues, which is not the same as the only permit involved, and the difference has caught people out. On-site sewage facilities are permitted under Health and Safety Code §366.051(a), which requires a permit and an approved plan before you construct, alter, repair, extend or operate a system, and issuance sits with the authorized agent — which may be the county, a city, a river authority or a public health district. But Water Code §16.3145 requires the governing body of every city and county to adopt the ordinances or orders necessary to stay eligible for the National Flood Insurance Program, so every Texas county maintains floodplain regulation. A parcel in a mapped special flood hazard area therefore needs a floodplain development permit, in a build that may involve no building permit at all. Land on the Edwards Aquifer recharge zone adds its own requirements on top. Check those two before you assume the septic permit is the whole of it.
How long does the septic permit take, and what does it cost?
The sequence is site evaluation, then application with planning materials and fee, then a decision within 30 days — 45 first if a subdivision plan is involved. The authorization is valid for one calendar year, the installer gives five working days’ notice before starting, a construction inspection is mandatory, and the notice of approval follows within seven calendar days. One step catches people because it happens at the county clerk before anything is built: an aerobic system requires a recorded deed affidavit before the authorization can issue. On cost, we quote no figure of our own, but published fees are facts. In our own county the Waco–McLennan County Public Health District publishes a single-family septic permit at $510, with an additional $100 for an aerobic system, $20 annual aerobic maintenance, $200 for a reinspection and a mandatory $10 research council fee. Your authorized agent publishes its own schedule, and the honest way to budget is to read it rather than to average someone else’s.
