Barndominium Builders in Angelina County, TX
Lufkin anchors one of the highest-intent barndominium markets in Texas, and almost everything a buyer needs to know out here is decided by a body other than Angelina County. The county has no building department, no building permit and no published residential code edition. What it does run is a flood damage prevention order, adopted in September 2010 under Texas Water Code section 16.315, which reaches only special flood hazard areas. The septic programme is not the county's at all: TCEQ's authorised agent for the entirety of Angelina County is the Angelina and Neches River Authority in Lufkin, under an order its board adopted in August 2021. That order is stricter than the state minimum in several places, and one clause kills the ten-acre exemption outright. The ground is the other surprise. The surface reads as Piney Woods sand nearly everywhere, and the clay is waiting three feet down.

- Which Water Code section the county's own order names
- Article I section A of the order states that the Legislature has in the Flood Control Insurance Act, Texas Water Code, Section 16.315, delegated the responsibility of local governmental units to adopt regulations designed to minimize flood losses
- The floodplain permit is the county's only construction gate
- Article 3 section C requires a Floodplain Development Permit, but article 3 section A applies the order only to areas of special flood hazard within the jurisdiction of Angelina County. There is no plan review and no structural inspection behind it, and the permit is valid for one year from the date issued
- No homeowner septic installations
- Section 10(B) of the river authority's order requires all installations to be performed by a TCEQ licensed installer who is also registered with the Authority, and bars property owner installations unless the owner is themselves a licensed installer registered with the Authority
- Your septic plans need a seal
- Section 10(F) requires that planning materials for all on-site sewage facilities be submitted by a registered professional sanitarian or a licensed professional engineer, which removes the route in 30 TAC section 285.5(a)(1) that lets an owner or installer prepare them for a standard single-family system
- One lot in a subdivision pulls the whole subdivision in
- The Sam Rayburn Reservoir Control Zone runs 2,000 feet outward from the reservoir take line, and if any part of a subdivision lies within the regulated zone the entire subdivision is treated as being within it. No on-site sewage facility may be installed below the 176 foot mean sea level line
- Too close to a sewer line and a septic system is not allowed
- Section 10(C) bars an on-site sewage facility on property located within 200 feet of a public sewer system where the system would physically sit within 500 feet of a public sewer line, and requires the written consent of the city or utility inside city limits or a certificated service area
- The county cannot adopt a fire code even if it wanted to
- Local Government Code section 233.061(a) allows a fire code only in a county over 250,000 or one adjacent to a county over 250,000. Angelina had 88,154 residents in 2025 and its largest neighbour, Nacogdoches County, had 66,035, so the bracket is not open to it
- Inside Lufkin the answer is completely different
- Lufkin has adopted the 2018 International Residential Code with appendices A through H, J, M and T, and deleted section 313.2, the automatic fire sprinkler system requirement, along with the permit exemptions in section 105.2 for accessory structures and fences
- Lufkin's code stops at the city limit
- Lufkin had 34,347 residents in 2025, which sets a two-mile extraterritorial jurisdiction under Local Government Code section 42.021(a)(3). A Texas municipality has no authority to enforce its building code in that ring; it can require platting there, and nothing more
- The groundwater district covers the whole county
- The Pineywoods Groundwater Conservation District includes all of Angelina and Nacogdoches Counties. It was authorised by House Bill 2572 in 2001 and confirmed by voters that November, and it is prohibited by its own legislation from levying taxes, exercising eminent domain or issuing bonds. The Carrizo-Wilcox is the primary aquifer
- Genuinely rural by the only measure that counts
- 39,865 of the county's 88,154 residents live outside any city, spread across roughly 746 square miles of unincorporated land once the 51.9 square miles inside Lufkin, Hudson, Diboll, Burke, Huntington and Zavalla are taken out. That is about 53 people per square mile
- A lot of the county belongs to somebody else
- The Forest Service describes the 153,179-acre Angelina National Forest as lying in Angelina, Nacogdoches, San Augustine and Jasper counties, on the north and south shores of Sam Rayburn Reservoir, a 114,500-acre lake. The Census puts 66.9 square miles of Angelina County under water, 7.7 percent of its total area
- One city in the county is outside the flood insurance programme
- FEMA's Community Status Book records Angelina County itself in the Regular Program since 1 July 1998 and Lufkin, Diboll, Hudson, Huntington and Zavalla all participating. The City of Burke is recorded as not participating and flagged as sanctioned
- There is no percolation test in Texas
- Soil is classified by texture, from Class Ia sandy and gravelly through Class IV silty clay and clay, with loading rates from above 0.50 down to 0.10 gallons per square foot per day. The absorptive area is the design flow divided by that rate
- A licensed plumber is required even with no building code
- The rural plumbing exemption expressly excludes plumbing performed in conjunction with new construction, so a licensed plumber is required on a rural Angelina County build even where nobody will inspect the framing

The expensive surprises are in the ground, not the building
