Barndominium Builders in Killeen, TX

Killeen sits alongside Fort Cavazos, and the post shapes what you can build here more than buyers expect. The city runs the 2024 International Residential Code, adopted by Ordinance 25-068 in December 2025 and in force since the first of January, and it fills in Table R301.2 with its own figures. Two local amendments bear directly on a barndominium. Killeen cut the permit exemption for detached accessory buildings from the model code's 200 square feet down to 20, so a shop of any usable size is permitted work. Killeen fills in Table R301.2 itself: 115 mph ultimate design wind speed (3-second gust), 5 lb/sq ft ground snow load, seismic design category A, moderate weathering, a 4-inch frost line depth, a moderate-to-heavy termite rating, slight-to-moderate decay and a 26-degree winter design temperature. Those are the city's own numbers, not a neighbour's — the frost depth alone is 4 inches here against 6 in Dallas and 12 in Austin.

A detached shop needs a permit at 20 square feet
The model residential code exempts detached accessory structures up to 200 square feet from permitting. Killeen amends that down to 20: Sec. 8-191(3) rewrites R105.2 to exempt only "One-story detached accessory structures used as tool and storage sheds, playhouses, and similar uses, provided the floor area does not exceed 20 square feet." A shop, barn or detached garage of any usable size is permitted work in this city, and the same deletion is made to the commercial code at Sec. 8-181(3).

Aircraft noise zones gate the building permit
Chapter 8, Division 11 declares parts of the city to be a 65-70 LDN Noise Zone and an Over 70 LDN Noise Zone. Inside them, "The building official shall not issue a building permit for any buildings or structures within the noise zones" unless a bona fide acoustical consultant certifies the plans, or the building official certifies that the prescriptive construction standards are met — 25 decibels of outdoor-to-indoor noise reduction in the 65-70 zone and 30 in the Over 70 zone. A building lying partly in and partly out is treated as entirely inside the more restrictive zone. The zone map is held by the city secretary and the building official rather than published, so the location of the contours is a question for the counter.

Sec. 8-26(a) commits the city in writing: "Construction permit applications shall be reviewed and either approved or disapproved within forty-five (45) calendar days from the date submitted," with written notice and reasons if the permit is not granted. The same section requires new-building submittals to include "applicable aeronautical and floodplain and drainage details" — which is how the noise-zone question reaches the plan review. An issued permit lapses if work has not started, or is suspended, for 180 days.

What the city charges
The published Development Services fee schedule for 1 October 2025 to 30 September 2026 sets new single-family construction at $0.20 per square foot with a $200 minimum, plus plan review at $0.04 per square foot and a $10 technology fee. That residential fee expressly excludes accessory structures, which take a separate $70 permit. A floodplain permit on a one- or two-family lot is $150, and a failed inspection is $50.

Zoning districts that fit a house with a big shop
Two districts are written for acreage. A-R1 agricultural single-family sets a one-acre minimum and a 100-foot lot width, with 30-foot front, 20-foot side and 40-foot rear yards and a 45-foot height limit. District A agricultural requires three acres. Below those, Killeen's residential districts run 15,000 sq ft in SR-2, 8,400 in SR-1, 6,000 in R-1 and 5,000 in SF-2 — lot sizes that will not hold this building type.

Detached shop height and yard limits
Sec. 31-474 caps accessory buildings serving a residential use at 20 feet in height, limits them in sum to 25 percent of a required rear yard, and keeps them at least 5 feet from the main building and from rear and interior side lot lines. Sec. 31-186(13)b puts a private garage with storeroom no closer than 25 feet to the front lot line — and says that a garage built as an integral part of the main building is governed by the main building's rules instead. Whether the shop is attached or detached therefore changes the setbacks that apply to it.

Design standards reach the shop, but there is no masonry quota
Killeen's single-family design standards exempt only "Accessory buildings smaller than two hundred (200) square feet," so a real shop is inside them. Sec. 31-904 then asks every new single-family structure for at least five architectural elements from a list of fifteen — variable roof design, three wall planes with 12-inch offsets, a covered porch of 80 square feet, side or rear entry garage and so on — with a checklist submitted at permit. What Killeen does not impose is a masonry percentage, unlike a number of North Texas cities that require 70 to 100 percent.

Plat thresholds inside the city and in the ETJ
Sec. 26-5(a) says a division of land into parts greater than five acres inside the city limits, or greater than ten acres in the extraterritorial jurisdiction, is not a subdivision requiring a plat, provided each part has access and no public improvement is being dedicated. Below those thresholds Sec. 26-10(a) bars the city, the county or any other governmental entity from issuing a building permit until a plat is filed and approved. Where a city and a county requirement conflict in the ETJ, Sec. 26-27 gives control to the current interlocal agreement between Killeen and Bell County.

Sec. 26-29 requires an avigation notation as a condition of plat approval for land in the runway protection zone of any airport in Killeen "or any municipal or military airport adjacent to the city of Killeen." The release grants a permanent right-of-flight easement together with the right to cause aircraft noise, limits structure height to the approach surface under 14 CFR Part 77.25(d) or 77.28(a)(3), and adds an annotation for any land inside a 65 Ldn or greater noise contour on the worst-case current or future contour map.

The ground under Killeen is not the Blackland Prairie
USDA soil mapping puts Houston Black and Branyon — the deep shrink-swell clays people associate with this stretch of I-35 — in the eastern half of Bell County around Temple and Belton. Around Killeen the mapped soils are Topsey, Denton, Purves, San Saba, Slidell, Lewisville, Brackett, Krum, Doss-Real and Eckrant. Some of those are still expansive clay: San Saba and Slidell are Vertisols, and Purves, Eckrant and Krum are classed smectitic. But Purves and Eckrant are lithic, with limestone at roughly 9 to 15 inches, and Doss, Real and Brackett are classed shallow at 16 to 18 inches. Clay or rock at a foot are both live possibilities and only a parcel-level look settles which.

Outdoor lighting inside five miles of the post
Killeen's outdoor lighting division applies across the city limits, and Sec. 31-897(b)(1) exempts only "Property located greater than five (5) miles from the boundary of a military base in which an active training program is conducted." Read the other way, a site within five miles of the post is inside the city's dark-sky rules — and the city has adopted the same five-mile line the legislature uses in Local Government Code Sec. 42.101(1), which withholds the right to petition out of a city's extraterritorial jurisdiction within five miles of a military base with an active training program.

A guest house here may not be let
In the A-R1 district Sec. 31-172(b)(1) allows one detached guest home per lot, capped at 25 percent of the principal residence's floor area excluding garages, with one extra off-street parking space — and then states flatly that "The rental or lease of a guest house shall be prohibited." Anyone planning the second dwelling on a barndominium tract as income should read that line before they draw the plan.

What building code applies to a barndominium inside the Killeen city limits?
The 2024 International Residential Code, as amended by the city. Killeen adopted it at Sec. 8-190 of its Code of Ordinances by Ordinance No. 25-068 on 2 December 2025, and the construction codes took effect on 1 January 2026. The same ordinance brought in the 2024 commercial, energy, plumbing, mechanical, fuel gas and property maintenance codes, the 2024 fire code in Chapter 11 and the 2023 electrical code. That makes Killeen one of the more current jurisdictions in the state — many Texas cities are still on a 2015 or 2018 edition, and a Texas city is free to adopt any edition it likes and to amend or delete from it, so the edition is a per-city question with no statewide answer.
Do I need a permit for a detached shop or barn in Killeen?
Yes, at almost any size. The model residential code exempts detached accessory structures up to 200 square feet, but Killeen amended that at Sec. 8-191(3) to exempt only one-story sheds and playhouses "provided the floor area does not exceed 20 square feet." So the usual rule of thumb people arrive with does not hold here. Budget for it: the city's current fee schedule lists an accessory building permit at $70, and the residential per-square-foot fee for the house expressly does not cover accessory structures. Killeen also caps a detached accessory building in a required rear yard at 20 feet in height under Sec. 31-474, which is worth checking early if you want a tall bay for an RV.
Is there an aircraft noise rule that affects building in Killeen?
There is, and it is in the building chapter rather than the zoning chapter, which is why almost nobody finds it. Chapter 8, Division 11 establishes a 65-70 LDN Noise Zone and an Over 70 LDN Noise Zone, and Sec. 8-340 says the building official shall not issue a building permit for a structure inside them unless the plans are certified by an acoustical consultant, or the building official certifies that a long list of prescriptive construction standards has been met. The target is 25 decibels of outdoor-to-indoor noise reduction in the lower zone and 30 in the higher one, and a building straddling a boundary is treated as entirely inside the stricter zone. The prescriptive route reaches wall build-up, sheathing thickness, glazing, door construction, attic insulation and ventilation, and it rules out through-the-wall ventilation units. The zone map is held at city hall rather than published online, so if you are anywhere near the flight paths the first call is to Building Inspections on 254-501-7762.
How long does Killeen take to review a residential permit?
Forty-five calendar days is the published commitment. Sec. 8-26(a) requires construction permit applications to be "reviewed and either approved or disapproved within forty-five (45) calendar days from the date submitted," with written notice and reasons if the city cannot grant it. Applications go through the city's MGO Connect portal. The same section lists what a new-building submittal must contain, and it names aeronautical, floodplain and drainage details alongside the usual structural, plumbing, electrical, mechanical and energy information — which is the mechanism that pulls the noise-zone question into plan review.
Can I find acreage for a barndominium inside Killeen itself?
Some, but not much, and you should plan around that honestly. Killeen covers 54.6 square miles with about 161,900 people, which is roughly 2,960 to the square mile — nearly twice Waco's density on a little over half the land. The residential districts that make up most of the platted city bottom out at 5,000 and 6,000 square feet, and nobody is putting a shop-house on a lot that size. The city does keep two genuine acreage districts on the books: A-R1 agricultural single-family at a one-acre minimum, and District A agricultural at three acres. If your tract is in one of those, the code supports the build. If it is not, the land you are looking for is generally outside the city limits, and the rules change completely at that line — unincorporated Bell County has no residential building code, but it does have a septic permit and its own health district rules. Does Killeen require an engineer to design the foundation?
Not as a blanket rule for new construction. Killeen's amendments call for engineered documents on structural repairs, including foundation slab repair, and on masonry, concrete or retaining walls over four feet — Secs. 8-191(2) and 8-191(4). It has not adopted the North Texas style of amendment that requires a sealed design on every new one- and two-family foundation, and it has no square-footage trigger for accessory-building slabs the way Waco does. What still applies is state law: the Occupations Code removes the private-dwelling exemption for a slab-on-grade foundation on expansive soil, and the residential code hands expansive-soil foundations to the commercial code's engineering provisions. Whether that catches your tract is a soil question. Around Killeen the mapped soils are a mixture — San Saba and Slidell are true shrink-swell Vertisols, while Purves, Eckrant, Real, Doss and Brackett sit on limestone somewhere between nine and eighteen inches down. Clay and shallow rock are both common here, and a soil report is the only way to know which you have.
What changes if the land is in Killeen's ETJ rather than inside the city?
The building code does not follow you into the extraterritorial jurisdiction, but several other things do. Killeen's platting rules reach the ETJ, and a division into parts of ten acres or less there needs a plat under Sec. 26-5(a) — with Sec. 26-10(a) barring the city, the county or any other governmental entity from issuing a permit until that plat is approved. The city's water and wastewater impact fees also apply in the ETJ under Sec. 33-23, and for anything platted since April 2021 they are assessed at final plat recordation rather than at permit. Where a city rule and a county rule collide out there, Sec. 26-27 gives control to the current interlocal agreement between Killeen and Bell County. One more thing worth knowing: state law withholds the usual right to petition out of a city's ETJ for land within five miles of a military base at which an active training program is conducted, so that route may simply not be open near the post. Ask the city planning office on 254-501-7600 before you assume either way.
